Octavian's adoption had been ratified by the senate and under Roman law an adopted son had the same rights a a biological one. So legally Octavian was home free on this point. What historians gloss over is that Caesarion was KING OF EGYPT. That was his threat to Rome and Octavian. He had been co-ruler with his mother since he was a toddler, but as an adult (17 was adulthood in ancient times) he had come into his own in the eyes of the Egyptians. Proof of this is shown on the carving at the temple at Dendera. His figure is the same size a his mother's and, significantly, he is standing BEFORE her. Now even though Cleo was still manipulating things at the end, Caesarion was still an important factor. He tried to escape with a caravan of loot. If he had been successful he would have been a military and political threat to Rome, disrupting the eastern border trying to regain his kingdom.
